Elements of The Eussc Regulations
Under the new regulations, mobile customers must opt in for OOB data usage.
This means that customers must be provided with a mechanism by the
operators to do this. The regulations cover
contract, prepaid and hybrid customers.
Under the new regulations, mobile operators are required to
provide customers the option to transfer data to other users on the same network.
The change to the EUSSC requires that mobile operators send usage notifications to customers,
in relation to data, voice and SMS services, at levls of 50%, 80% and 100%.
Mobile operators are required to grant customer an
option to roll pver unused data before the date of expiry.
Data Transfer
Cell C has always had an option t transfer data to family and friends if customers purchase a data bundle. In December 2018, Cell C enhanced its data transfer service to allow for the transfer of additional types of data. In addition to data bundles, this service now includes transfers of inclusive contact data.
How it works
Cell C customers can send data to other Cell C customers using various channels including, USSD, the Cell C App and the Cell C Web Portal.
Customers can transfer data three times per day, up to 1GB per month, for free. Customers will not pay a cent to send their data to friends or family on the Cell C network.
Data Transfer What you need to know
Transfer is applicable to all TopUp, Contract and Prepaid Cell C customers. They can send data to other Cell C customers.
1GB transfer limit per customers per month.
Maximum of 3 transfers per customer per day.
Data can be sent multiple times.
All transfers are free.
Data is transferred with the current expiry data.
No extension of the expiry data happens transfer.
Transferred data can be rolled over (i.e have the validity extended) if it is from a bundle that is compatible
with data rollover.
The person doing the transfer will receive a confirmation.
The person receiving the transfer will receive a confirmation.
The following types of data can be transferred
90-day bundles.
Daily data bundles.
Daily nite data bundles.
30-day data bundles.
Monthly nite data bundles.
Inclusive data (on voice and data contracts).
The new transfer function cannot be used on the following data offerings
Data given on recharge and prepaid plans like Easychat, MegaData and SupaCharge.
Additional data is added at no cost to the customers (i.e. Free) onto voice and data contracts, both monthly and/ or once-off.
Promotional data like the double data on SmartData and NiteData, and data given on prepaid plans like SupaChange and MegaData.
Any data given to a customer who responded to a caimpaigh.
black data, including the black data on MegaBonus and MegaData, as well as Pinnacle and MediaPlay contracts.
Customers are not able to transfer data to virtual mobile network operators (MVNO) customers (i.e. FNB and Virgin Mobile) who are able active on the Cell C network.
Cell C Mobile Virtual Network Operators customers cannot transfer data to Cell C customers.
Cell C already has validity periods of up to 365 days on some of its data offerings and
extended validity periods of up to 2 calendar months on its inclusive contract data. In addition, customers have
been able to extend their remaining data bundle balance by simply purchasing another data bundle before the
current bundle expires. Unused data on recurring bundles automatically rolls over while the bundle is active.
However, extended validity, does not address the regulatory requirements.
That is why we created an additional mechanism that allows customers to further roll over data should they choose
to do so, giving you more time to use your data.
How it works
Customers can now extend their data validity to ensure that any remaining balance is not
forfeited. Customers can extend their data validity by 1, 7 or 30 days at a time. Customers with 100MB or less
remaining will be able to roll over their data completely free for an additional 1 or 7 days. Customers that roll
over between 101MB and 500MB of data can roll over free for an additional day. For larger bundle balances and
extensions customers will pay a nominal fee to roll over the data, only paying for additional time.

Over and above this, mobile customers can also track bundle depletion and balances instantaneously through the Cell C app, website or USSD function.

Spend Control
Cell C'S Product Innovation Goes Beyond The Requirements Of The EUSSC Regulations
Under the amended regulations, customers need to opt-in for OOB data usage in order to stay connected when their data bundle runs out.
Cell C has introduced Spend Control, which has been available since November 2018. This feature allows customers to have complete control over managing their OOB costs. This system enables all customers to access a self-service option on Cell C app, website or USSD and allow them to set their OOB voice, data or SMS threshold to any rand value amount or unlimited.
The Spend Control service offers flexibility and allows customers to change settings at no cost. Customers can at any time change their OOB threshold. Customers can determine how their mobile spend will work, according to their budget. While ICASA has only requested OOB control for data, Cell C is offering this service across data, voice and SMS.

Customer First Need To Understand How It Works.
Customers can choose a rand value or choose unlimited OOB data usage. For contract customers the limits will apply when data they already have included in their contract is depleted. For top-up and prepaid customers, the limits will apply when bundles are depleted, and services are taken from available airtime.
When a customer is decreasing a limit and has already spent more on out-of-bundle than their new limit, the new limit will only apply from the next month. Out-of-bundle spend that has already been incurred will not be refunded or credited. Spend Control for all customers will operate on a calendar month cycle (i.e from the 1st day of the month to the last).

Impact and Benefits
OPT-IN (UNLIMITED OR R10+)
Customers will still be able to use internet services even if their inclusive data is depleted, up to the Rand value set.
NO OPT-IN OR R0
Customers will not be able to use any internet services once their inclusive data has been depleted. This could impact the customer experience as they will not be able to complete an internet session once data bundles have been depleted.
EXCEPTION
Voice and SMS Spend Control does not require opt-in from the customer, however, the options are available for customers to set limits similar to data.
OPT-IN (UNLIMITED OR R10+)
Customers will be able to use airtime for data services even once bundles are depleted (up to the value set and as long as airtime is available).
NO OPT-IN OR R0
Customers will not be able to use any available airtime unless a bundle is loaded. This may affect the customer experience because airtime will be available, but they will need to purchase a data bundle in order to access the internet.
