    No, Cell C has partnered up with various Fibre Network Operators (FNO) in the market providing fibre on an open access network.


  5. What is an open access network?

    This is where an operator builds a fibre network in a specific area and allows multiple ISPs (Internet Service Providers) or SP (Service Providers) to sell fibre services over its network. An open access network removes the need for multiple operators to build duplicate network infrastructure in the same area and opens up the market to competition by allowing various ISPs to provide competitively priced fibre service to the market.


  6. Who is eligible to sign up for C-Fibre?

    This offering is available to both new and existing Cell C customers that fall within the C-Fibre coverage areas.


  7. In which areas is the C-Fibre service available?

    Cell C has partnered up with various fibre network operators (FNO) in the market to bring C-Fibre to the top metros in South Africa. The current Cell C FNO partners are:

    • Vumatel - Available in Johannesburg, Cape Town and Durban
    • FrogFoot - Available in Johannesburg, Cape Town and Durban
    • Openserve - Available in Gauteng, KZN, Western Cape, Eastern Cape, Free State, Northern Cape, Limpopo and Mpumalanga

  8. What happens if I have two different fibre network operators providing fibre coverage in my area?

    There may be an overlap of fibre network operator coverage in some areas. In the areas where this occurs, Cell C will prioritise the online coverage map of the preferred partner network and offer their respective tariff plans. Should a subscriber opt to sign up with the other network in overlapping coverage areas Cell C will still be able to assist with the order through the respective channel agent.

    An order will be placed by Cell C on behalf of the customer directly with the FNO to have a fibre line installed from the boundary wall to the customer's home and a CPE (Customer Premise Equipment) installed in the customers premises first, after which the C-Fibre service will be activated by Cell C once the fibre installation to the home is finalised.


  10. How much does C-Fibre cost and is the price inclusive of data and line rental?

    The below C-Fibre tariff plans are applicable on the Fibre Network Operator's respective coverage areas. The C-Fibre pricing is inclusive of data and the line rental costs.

  11. Does the C-Fibre service have a fair usage policy or soft cap?

    No, C-Fibre offers you an unlimited, unshaped and unrestricted service, with no caps on usage or throttled data speeds.


  12. How long is the C-Fibre contract valid for?

    C-Fibre is offered on a month to month duration.


  13. Do I pay for the installation and connection fee when signing up with Cell C?

    • Wi-Fi Router with LTE Failover - Valued at R 1,699 (including VAT) will be subsidised by Cell C subject to a pro-rata claw back* in the event of an early cancellation of your contract, i.e. before a 24 month period expired;
    • Installation starting from R 1, 710 (including VAT) - please note that this value will vary depending on the fibre network and will be subsidised by Cell C subject to a pro-rata claw back* in the event of an early cancellation of your contract, i.e. before a 24 month period expired.
    • Free installation is limited to the Standard Installation provided by Vumatel, Openserve and Frogfoot. Any additional installation requirements outside of the Standard Installation will be for the customer account.
    • Connection Fee starting from R 570 inclusive VAT - please note that this value will vary depending on the fibre network and will be subsidised by Cell C subject to a pro-rata claw back* in the event of an early cancellation of your contract, i.e. before a 24 month period expired.
    • FREE 1GB LTE Mobile Data per month for 12 months - Valued at R 828 (including VAT) will be subsidised by Cell C with no applicable claw back on cancellation;
    • FREE Personalised Device Set-up.

    *A 24 month pro-rated claw back in the event of an early cancellation of the contract, i.e. the customer shall be liable for the outstanding pro-rata amount of the installation or connection or Wi-Fi router (as applicable) should they cancel the contract within the first 24 month period from the service activation date.


  14. Do I need to sign-up for a voice line as well to get connected to C-Fibre?

    No, unlike ADSL you will not be required to sign-up for a voice line as a pre-requisite to get access to C-Fibre.


  15. How is the Wi-Fi Router ordered?

    • The Wi-Fi Router will automatically be linked to the C-Fibre tariff plan when selected on the online portal and there will be no need for you to order for the Wi-Fi router separately when placing your order online.
    • The Wi-Fi Router will be shipped to the customer by courier as soon as the order is received by the warehouse.
    • There will be no requirement for the agent to provide the customer with the Wi-Fi Router instore once the order is successfully captured as these will be couriered directly to the customer.

  16. How long does it take to have my fibre line installed and connected after placing my order with Cell C?

    The turnaround times are dependent on the fibre network operator servicing your area. Time to install and get connected will vary between 7 working days and up-to 6 weeks for areas that are active or fibre rollout is in progress.


  17. How do I follow-up on the fibre line installation progress?

    You can call 084 14 Fibre (34273) or email cfibresupport@cellc.co.za.


  18. Who owns the ONT (optical network terminal) or CPE (customer premise equipment) box that sits in your home?

    The Fibre Network Operator (FNO) owns it.


  19. How do I connect to the internet?

    You can call 084 14 Fibre (34273) or email cfibresupport@cellc.co.za to get connected to the internet as soon as the FNO installs the CPE in your home. The CPE only connects the customer to the fibre operator's fibre network. You will have received a Wi-Fi router which you will need to connect to the FNO CPE via the Ethernet port and Cell C will get you connected to the internet.


  20. What will the penalties be if a C-Fibre customer cancels?

    • A C-Fibre customer is required to submit a cancellation notice equivalent to 1 (one) calendar months' should they wish to terminate their C-Fibre service.
    • Should the customer decide to terminate the C-Fibre service within the first 24 (twenty four) month period after initial activation thereof, they will be liable for the costs incurred by Cell C in order to provide C-Fibre, of which costs include:
      • The installation fee (pro-rated); and/or
      • The connection fee (pro-rated); and/or
      • The cost of the Wi-Fi router (pro-rated).
    • In this instance and upon receipt of the written notice of cancellation, the exact costs of the above will be provided to the customer in writing. The following billing considerations shall apply with regards to suspension/cancellations/termination/reconnection of the C-Fibre service:
      • Should the customer provide Cell C with the required 1 (one) calendar months' notice then the customer shall be billed for a full calendar month period for the month in which his services terminate.
      • Should you fail to pay the invoice, Cell C shall suspend your C-Fibre service until such time as payment is made. The maximum period allowed on the suspension of your C-Fibre service is equivalent to a calendar month, after which the C-Fibre service will be permanently deactivated and terminated.
      • Should the C-Fibre service be terminated and at a future date you request for the service to be reconnected, you will be liable for a reconnection fee and you will also be required to first settle any outstanding amounts owing to Cell C prior to the service being re-connected.

  21. Can I use my own Wi-Fi router?

    Yes, if you already have an existing Wi-Fi router this can be used instead if preferred. However it is recommended that your Wi-Fi router supports the following features to get the optimal performance on fibre:

    • Support for Wi-Fi (802.11 b/g/n and 802.11 ac)
    • Minimum Wi-Fi AC speed support of up to 1200Mbps
    • Dual band support on 2.4GHz and 5GHz Wi-Fi bands
    • Gigabit Ethernet WAN Port
    • Gigabit Ethernet LAN Ports
    • VLAN configuration
    • Supports TR 069
    • Supports auto configuration
    • Supports both MAC and PPPOE authentication
    • USB 3.0 Port (optional for LTE/LTE-A failover support)

  25. What happens if the Wi-Fi router is faulty or is an OBF (out of box failure)?

    The customer will be required to contact Cell C dedicated fibre support call centre on:
    • 084 14 FIBRE (34273);
    • Or email cfibresupport@cellc.co.za to arrange for a technician to swap out and collect the faulty or OBF Wi-Fi router.

    An out of box failure (OBF) should be returned within 7 days after purchase to be eligible for a swop out.


  26. How are cancellation requests, upgrade/downgrade requests and support queries for C-Fibre handled?

    The customer can contact Cell C with regards to cancellations, upgrades/downgrades or support related queries on;

    • Mon-Fri 7:00 - 19:00
    • Sat 8:00 - 13:00
    • After Hour Calls: All calls will be redirected to the exclusive help desk for any assistance

    Cell C will run a diagnosis test for support related queries and report the issue to the Fibre Network Operator (FNO).

  1. It is important that you understand and agree to these Terms and Conditions in order to make use of the Cell C Fibre To The Home Service ("C-Fibre").
  2. Cell C is offering C-Fibre in partnership with local Fibre Network Operators ("FNO") providing a fibre network on an open access model.
  3. It is important that you understand that Cell C does not own the fibre network, the fibre lines or the Consumer Premises Equipment ("CPE") installed at your premises and that these remain the property of the FNO at all times
  4. All standard Terms and Conditions of Cell C Limited and Cell C Service Provider Company (Pty) Ltd apply.

  12. Upon successful application for C-Fibre, Cell C shall deduct an equivalent of one month's subscription fee (plus any other applicable costs) immediately from your credit card, as an upfront payment for the C-Fibre service.
  13. In order to do so, Cell C may require additional banking information from you, in order for us to facilitate the upfront payment.
  14. Thereafter, you shall receive monthly invoices for C-Fibre, which is billed to you in advance. Should you fail to pay the invoice, Cell C shall suspend your C-Fibre service until such time as payment is made. The maximum period allowed on the suspension of your C-Fibre service is equivalent to a calendar month, after which the C-Fibre service will be permanently deactivated and terminated.
  15. Should the C-Fibre service be terminated and at a future date you request for the service to be reconnected, you will be liable for a reconnection fee and you will also be required to first settle any outstanding amounts owing to Cell C prior to the service being re-connected.
  16. Should your C-Fibre service be suspended due to missed payment, and you then make payment at any time during that month, you understand that there may be a certain period of time before your payment reflects in Cell C's bank account and this may cause a delay in the re-activation of your C-Fibre Service.
  17. Should you wish to cancel the C-Fibre service at any time, you may do so by giving Cell C no less than 1 (one) calendar months' notice.
  18. The following free inclusive value added services will apply to C-Fibre when customers sign up:
    1. Wi-Fi Router with LTE Failover - Valued at R 1,699 (including VAT) will be subsidised by Cell C subject to a pro-rata clawback* in the event of an early cancellation of your contract, i.e. before a 24 month period expired;
    2. Installation starting from R 1, 710 (including VAT) - please note that this value will vary depending on the fibre network and will be subsidised by Cell C subject to a pro-rata clawback* in the event of an early cancellation of your contract, i.e. before a 24 month period expired.
    3. Free installation is limited to the Standard Installation provided by Vumatel, OpenServe and Frogfoot. Any additional installation requirements outside of the Standard Installation will be for the customer account.
    4. Connection Fee starting from R 570 inclusive VAT - please note that this value will vary depending on the fibre network and will be subsidised by Cell C subject to a pro-rata clawback* in the event of an early cancellation of your contract, i.e. before a 24 month period expired.
    5. FREE 1GB LTE Mobile Data Per Month For 12 months - Valued at R 828 (including VAT) will be subsidised by Cell C with no applicable clawback on cancellation
    6. FREE Personalised Device Set-up.
    7. *A 24 month pro-rated clawback in the event of an early cancellation of the contract, i.e. the customer shall be liable for the outstanding pro-rata amount of the installation or connection or Wi-Fi router (as applicable) should they cancel the contract within the first 24 month period from the service activation date.

  19. Installation of the fibre line, CPE and provision of a Wi-Fi Router

  20. To use the C-Fibre service, a subscriber shall be required to have a fibre line installed from the boundary wall into subscriber home and a CPE (Subscriber Premise Equipment installed by the FNO in subscriber premise) installed first by the FNO.
  21. The C-Fibre service is only available within the range of Cell C partner FNO networks and the availability may vary from time to time.
  22. If you are a new C-Fibre customer and do not have a fibre line, a CPE or Wi-Fi router already installed and activated in your home, Cell C will make provision for the following:
    1. *Payment of your installation fee at a flat rate (Installation means the physical installation of the fibre line and CPE to your premises, and includes all physical work and materials required);
    2. *Payment of your connection fee (Connection fee means the charge for your connection to C-Fibre); and;
    3. *Provide you with a Wi-Fi router (a Wi-Fi router is used by you to connect to the CPE to access and make use of C-Fibre).
  23. *A 24 month pro-rated clawback in the event of an early cancellation of the contract, i.e. the customer shall be liable for the outstanding pro-rata amount of the installation or connection or Wi-Fi router (as applicable) should they cancel the contract within the first 24 month period from the service activation date.

  24. Cell C will only make provision for payment at a flat rate for the installation of your fibre line. Certain FNO's may charge more than this flat rate, and you will be advised of this upon application for C-Fibre. You will be responsible for any amount over and above the flat rate for installation of the fibre line. Installations on the Open Serve network are limited to 8 metres and the customer shall be liable for any installation over 8 metres at a rate of R 182.40 per linear metre. The additional linear metre on installation shall not be subsidised by Cell C.
  25. Once the fibre line and CPE have been installed, and your Wi-Fi router has been activated, you will be able to make use of C-Fibre.
  26. CPE, Fibre Line and Wi-Fi Router

  27. The CPE and fibre line remains the property of the FNO at all times and may be removed from your premises upon cancellation of C-Fibre.
  28. If you elected for Cell C to provide you with a Wi-Fi router, ownership of the Wi-Fi router will only pass to you after the first 24 months period has expired.
  29. You are responsible for the safekeeping of the Wi-Fi router (if provided to you by Cell C), CPE and fibre line and you agree to notify Cell C and the South African Police Services immediately if the Wi-Fi router, CPE or fibre line has been lost, damaged, stolen or destroyed. Risk in and to the use of the fibre line, CPE and Wi-Fi router will pass to you on installation and connection.
  30. Any Wi-Fi router, CPE or fibre line supplied to you that does not function properly or is defective or faulty because of its design, material or workmanship may be covered by a warranty provided by the manufacturer or relevant legislation for the period stated by the manufacturer or legislation.
  31. If the Wi-Fi router that Cell C provided to you is faulty, you may return the Wi-Fi router to Cell C and we will comply with the applicable repairs, replacement and refunds policies, subject to the manufacturer specifications and requirements. If the CPE and/or fibre line is faulty, Cell C will, on your behalf, arrange with the FNO to attend to the repair and/or replacement of the CPE or fibre line, in line with the applicable policies.
  32. Change of Physical Address

  33. C-Fibre may only be used at the physical address indicated in the application form and may not be moved to another physical address without Cell C's prior written consent.
  34. In the event that you move from the physical address/area where C-Fibre is provided (and as captured in terms of your application form for C-Fibre) Cell C shall, subject to there being an FNO network in your new area, and furthermore subject to these Terms and Conditions, arrange for the installation of a fibre line and CPE in your new area. In this event, you will be liable for payment of the installation and connection fee in respect of the fibre line, CPE and Wi-Fi router in your new area.
  35. Warranty and Indemnity

  36. You warrant that you have the necessary rights to make use of C-Fibre and you indemnify Cell C against any liability, claim, damage or loss that a third party might have arising out of your use of C-Fibre if you do not have the necessary rights.
  37. General

  38. The C-Fibre service is an Unlimited, Unshaped and Unrestricted internet service with no fair usage policy (FUP), no shaping or throttling of traffic applied; however an acceptable use policy (AUP) shall apply in order to regulate the abuse of C-Fibre. Cell C reserves the right, at any time, to implement a Fair Usage Policy ("FUP") on notice to you.
  39. An Acceptable Use Policy ("AUP") shall apply to C-Fibre. The AUP can be found on the Cell C website and may be amended from time to time
  40. C-Fibre shall be provisioned on a virtual number and SIM swop shall not apply.
  41. Migrations from other existing Cell C products and services to C-Fibre is not possible and you will be required to apply and sign-up for C-Fibre.
  42. Subscribers who move from one FNO to another but retain Cell C as an Internet Service Provider ("ISP") shall be charged an installation and connection fee.
  43. Cell C may amend, modify or otherwise change these Terms and Conditions in its sole and absolute discretion, on notice to you. You will not have a claim against Cell C in this event.
  44. It is important that you understand that all customers who make use of C-Fibre do so at their own risk and indemnify Cell C, its directors, affiliates, members, partners, employees, agents, consultants, suppliers, contractors and sponsors against any loss or damages, either direct, indirect, consequential or otherwise (including loss of income or profits), arising from their use of C-Fibre.
  45. Cell C reserves the right to suspend C-Fibre if any illegal and/or abusive and/or fraudulent activity, including the sending of spam emails, is suspected and if the outcome of an investigation proves that such illegal and/or abusive and/or fraudulent activity did occur Cell C shall be entitled to terminate the C-Fibre with immediate effect.
  46. Cell C has the right to withdraw the C-Fibre product offering in its sole and absolute discretion and will notify you if it chooses to do so. You will not have a claim against Cell C in this event.
  47. Cell C shall not be held liable for the non-conformance of speed tests conducted over a Wi-Fi connection. Speed tests conducted over a Wi-Fi connection is not recommended due to the fact that Wi-Fi technology operates on an open frequency band and is prone to a lot of environmental interference and noise, the number of devices connected simultaneously causes the Wi-Fi speeds to deteriorate and the Wi-Fi range or distance could also hinder the speed performance. Cell C C-Fibre subscribers are advised that speed tests for C Fibre must be conducted over the wired fibre connection i.e. Computer must be connected directly to the router via the Ethernet port to determine the actual line speeds of the C Fibre service. In order to run a speed test C-Fibre subscribers are advised to use speedtest.net, select the Cell C server and run the test.
