RICA Re-Registration (Re-RICA)
RICA is the process used to link a SIM card to a verified customer. We are asking some customers to check and update their details to ensure the information linked to their SIM card is accurate, complete, and reflects the current user of the SIM card. This forms part of our Re-RICA campaign to improve data accuracy and compliance.
No. RICA has always been required to activate a SIM card. This campaign is focused on checking and updating customer information where records may be incomplete, outdated, incorrectly captured, or require validation.
Government and the telecommunications industry are placing greater focus on ensuring customer information linked to SIM cards is accurate and reliable. This helps improve compliance, supports efforts to reduce fraud and criminal misuse of mobile services, and ensures SIM cards are registered to the correct user.
One of the reasons for updating customer information is to improve the quality and accuracy of SIM registration records. Accurate records support broader efforts to combat fraud and criminal activity, particularly where SIM cards may be incorrectly registered or used by someone other than the registered owner.
No. Only customers whose information needs to be updated will receive communication from Cell C.
Why have I been contacted?
Our records show that some of the information linked to your SIM card may be incorrect, incomplete, outdated, or registered under another person, and needs to be updated to meet legal requirements
In many cases, it's something simple, such as:
- An ID number that needs confirmation
- Passport information that needs validation
- An address that needs to be updated or verified
- Missing information on a customer record
- The SIM card being registered under another person (e.g. a family member or previous owner)
e-RICA is part of a broader programme to ensure customer records are accurate and legally compliant. This includes updating details where SIM cards may have been registered incorrectly, pre-RICA, or where the current user is different from the registered owner.

Simply follow the instructions in the SMS from Cell C to confirm or update your details using our official online process on https://explore.cellc.co.za/ or by visiting a Cell C store for assistance. Ensure that the details captured reflect the current user of the SIM card.

No. Re-RICA is free for customers and is only for updating or confirming your details
No. Cell C will never ask for your passwords, PINs, online banking credentials, or one-time passwords (OTPs) as part of this process.
Your information is handled in accordance with POPIA and applicable legal requirements. We use secure systems, restrict access to authorised personnel, collect only the information required, and retain information only as permitted or required by law.
Campaign messages and SMS reminders
The messages are reminders to help customers complete the process and ensure no one misses important communication.
There may be a short delay while systems are updated. Once your completion has been confirmed, reminder messages will stop automatically.
No. If your update was successful, no further action is required. You will receive confirmation once the process has been completed.
What happens if I don't take action?
Your customer record will remain unresolved until the required information has been confirmed or updated. Cell C is required to track and manage these records as part of its compliance obligations. Continued non-compliance may result in service restrictions where required.
